If you're not 100% sure, just unpack that patchversion once more, including mkpttxt.exe, and then try to run it (mkpttxt.exe) once more.

I did. You probably didn't, or you're reading "mkpttxt" in the error message where it's written in gray colour on gray background. Have a look at the error box and then the crash log.
