In vanilla TTD, only towns in sub-arctic above snowline need "food" to grow (likewise, in sub-tropic, towns in desert need "water" to grow). As always in TTD, delivery needs an appropriate acceptance level by buildings within the catchment area of a (delivering) station.
In TTDPatch, by using
NewTownGrowthSwitches town growth may be controlled in a more flexible way, e.g. by needing "goods" as well.
