NARS locomotive regearing

Please can someone explain to me how this work?
Reason why I asked is that every time I try to use it for freight, it only 99% loads.
What would you recommend for 6 2 hopper coal train

don't use the "full load all". only use the "full load any" order.

From some other topic on the same subject! use the search man!
First, use the order "full load one cargo."

Second, Regearing is used to change speed and Tractive effort of a engine. Speed is how fast the train is, and T.E. is how good it is on hills.
So if the train is a passenger trains you wan the fast Regearing, but if it a local freight you want a low one.
If it's hilly you want the high T.E(which is normally the slowest speed.)
Something goes here, hell if I know.
