I think you should be looking in the NewGRF section. There's a thread about a UK bus set - although it didn't really get past the first 3 or 4 incomplete sprites, it might be worth having a look at. I don't think there was a lot of interest in the set but you're probably welcome to continue it (check with the artists!)
