Palette Problem

I am going to try doing some artwork, after looking at the Windows palette, I found that some gray levels are not available in it (they were replaced by WinAPI), while they are available in DOS palette. Moreover, I cannot find black in both palettes.
I would like to draw with the Windows palette, and I want to ask that are those unavailable gray levels not allowed to use? How about black? Is it not allowed too?

There is indeed no pure black in neither the win nor dos palette. You can only get a very dark grey (#101010).
The windows palette contains all greyscale colours the dos palette has, they are just scattered across the whole palette. The only colours the win palette lacks from the dos colours are 4 very dark non-greyscale colours.

I see. I wonder why the win palette lacked those colours nor other extra colours when there is still space in the palette.

for drawing, the DOS palette is more suited, because it has a cleaner layout. you can then change the palette during encoding.
