So, looking at the Live Departure boards for no apparent reason, I noticed that trains were running from (Holyhead to) Bangor to Rhyl only, so I went and investigated, only to find that there was nothing stating why.
Yet, when looking at the Service Disruptions page, it says that there is engineering work between Chester and Wrexham General, which in fact does affect Chester - Holyhead trains. so, back to Live Departure boards.
Looking at the LDB for Chester shows the buses to Rhyl, and yet lacks any buses to Wrexham, thoughts?

It's Sunday, and there'll also be local buses that run between the two. Also, buses aren't always reported reliably on LDB.
