Will NEVER happen. If you build that barrier, you have to do huge amount of other work on things like sewage disposal systems for the large population centres like Cardiff and Bristol. Plus it would destroy a huge amount of important early briton sites and one of the earliest signs of occupation of Britain by humans - the footprints in the Severn mud, which were dated as being pretty damn old. To build a barrage that as well as holding up a HSR line as well as a large volume of water would mean digging down a very long way to hit the very tough rock. It would be more cost-effective and cost-beneficial to burn the long term unemployed (without a good reason) than build that barrage.

The french did it on one small estuary in Brittany and it completely destroyed the entire ecosystem, birds, fish, plants... all gone.
