I know this isnt an actual "problem" but I cant figure out how to fix this.
Basically when I use the generate new map feature after making custom setting in the menu the only thing i can make is regal buses / sampson aircraft / 3 different ships. I cant transport anything but passengers basically and i cant even build trains. How do i fix this? I like the maps it generates because they arent really hilly like scottland.

It would help immensely if you could be bothered to mention which program you're using.
To get a good answer, ask a Smart Question. Similarly, if you want a bug fixed, write a Useful Bug Report. No TTDPatch crashlog? Then follow directions.

You probably mean TTDP 2.5 beta 9, which means you are in the wrong forum.

What's the "Start Year" of your game? If you've altered it to be earlier but are using the default vehicles they won't have been "invented" yet. You'll need a vehicle set with earlier start dates if this is the case.

* There is no such thing as TTD 2.5 beta 9, however there is a TTDP 2.5 beta 9.
