What DaleStan is trying to tell you is to move your openttd.cfg from the "Program Files\OpenTTD" folder to your "User" folder, because OpenTTD need to know where to save your files
It helps also deleting the openttd.cfg so OTTD will create a new one in the right place, but then you need to reconfigure all the settings you changed, but doing so you are sure it works
I have the same problem with saving a selfmade scenario , but I don't understand how to fix it . I can't find the openttd.cfg file in my OpenTTD folder !

You probably don't have any other "openttd.cfg" files on your system. So using the search file capabilities of your system would probably have given you a faster answer than asking here.
But since you have asked I'll give you an answer. As you have not told us your operating system I will need to give you the answer for all operating systems. Next time, please specify which operating system you are using.
For Linux:
~/.openttd
For Windows:
My Documents\OpenTTD
For MacOSX:
~/Documents/openttd
Pick the directory based on your operating system. Go there, and likely you will find your openttd.cfg there. Unless you have been using OpenTTD for long time and have it in the same directory as you have installed OpenTTD.
My OpenTTD contributions (AIs, Game Scripts, patches, OpenTTD Auto Updater, and some sprites) Junctioneer (a traffic intersection simulator)

I've deleted all the OpenTTD and Transport Tycoon Deluxe files from my computer and I downloaded again Transport Tycoon Deluxe and OpenTTD 0.6.3 for Windows Vista .
Everytime I want to save a selfmade scenario ,I get a message : Loading Game Failure,File is not writable (Nederlands : Laden Spel Mislukt , Spel is niet schrijfbaar). That is the real problem !

Try saving the scenario somewhere else than the 'default' location. IIRC Vista doesn't (depends on settings) like it when an application writes in "Program Files".
