Creating GRF files

Okay, I've done searches and nothing has come so I'll just ask here.

How do you create grf files? I'd like to create a grf which contains all my favourite vehicles from other grfs (with the original authors permission of course). Is there a way of unpacking other grfs, getting the info and graphics, and then repacking my favourite bits and pieces into one file?
