Strange GRF interactions
I've downloaded Pikka's Basic industries and the brick chain GRF, and am using Long Vehicles and the German tram set as well. My problem is that I can't load the German tram set before the Long Vehicles set, or the latter is not usable, but if I load the German tram set after the LV set, the cost of the trams skyrocket to a point where they become almost unusable during the early years. I'm wondering if this is intentional, or a side effect of somewhat conflicting GRF's? Is there any way to fix the situation, or failing that, a replacement for the LV set that would work with the new industries and cargoes?

Known issue. LV4 disables all the vehicles, so it has to be first vehicle set. It also modifies cost base, because otherwise max cost is too low. Some vehicles sets know about this issue and change their costs accordingly, but others do this not. There are two ways to fix it
1) fix German trams
2) Improve OTTP handling for base costs
Suggestion for OTTD developers:
Could every GRF affect cost base only for its' own vehicles? I mean to have independent cost bases for every GRF.

Thanks for the explanation, I was wondering what caused it. I would also like to second your suggestion for independent cost bases; now that there are so many options available (new industries, trams, etc.), a lot of people are going to try many different GRF sets, which may end up interacting in very surprising manner. While cost is only a single factor, it's one that comes up often, and making the base independent for each set would seem an obvious (and easy) way to solve the problem (if it can be easily implemented is another thing).
