That mean if you buy a large area of the city (not more than 10%) you have to pay to keep it unconstructed forever...

You couldn't buy station-sized areas of land in central areas od cities these days without signing and agreement that would bind you legally into having to do construction quickly, or paying (you could call it a penalty). No sane city government would let someone inhibit city life and growth by buying out half the city then deserting the buildings, saying 'I own them, I'll do whatever I want'. At least that's how it is in my utopia of non-corrupt local authorities.*
So I think the argument about paying for static bought land in a city has substance.
*In any TTD-based transport game I know, every mayor has his price, so I'm contradicting myself about the validity of the argument in terms of game solidity. However, I still think it's a good balancing idea against multiplayer fun-spoilers.
