I believe your question is covered in the FAQ. Please read it in its entirety.
To get a good answer, ask a Smart Question. Similarly, if you want a bug fixed, write a Useful Bug Report. No TTDPatch crashlog? Then follow directions.

From the FAQ, as I wasn't impressed by DaleStans reply.

I get the message: "Unable to access Transport Tycoon Deluxe CD!"

If this is in the Windows version of TTD, you need to turn on the Windows 2000/XP patches.
Otherwise, check the line in the configuration file for the CD path. It should read "cdpath D:\" where D is the letter of your CD drive.

One more way to solve this is to copy all missing files from your CD to the TTD directory. Simply copy everything that's not already on your hard disk and it should work. Then you can play TTD even without the CD.

Thanks. Now it knows that if it waits long enough, someone will copy the appropriate FAQ question into its thread, instead of going and *gasp* reading the FAQ like a normal person ought to do.

I do not have a CD. I downloaded the game from this site. I followed ALL instructions given and finally I received the answer "CD cannot be accessed". When I dowloaded the game I was promised that the game would work, but I can see that I have been cheated and I am lucky enough not to have to pay anything.

It works for everyone else. If it doesn't work for you, it's a problem on your end. However, without at least a little more information (as in, a step-by-step listing of everything you did, and some evidence to back that up) it'll be a little difficult to figure out which step you forgot.
