I just love the vertical spanner one, please make a normal .ico with that for me and then ill use that :)

Attatched is a zip of XP (16, 32 + 48px) - BuildOTTD 4.ico and Vista (16, 32, 48 + 255) - BuildOTTD 4 large.ico icons. Vertical spanner style.

I'm not sure the Vista ones correct (it wouldnt let me make a 256 image) can anyone check it?

nah, i decided that th default ones will do. They arent pretty but everyone knows what it is.

kaan, should I continue making the setup with InnoSetup or you'll do it? MSI is kinda big.

Yes, way better.
You could make the mouth of the spanner a bit wider/thicker, so that it is easier to recognise in 16X16.
Maybe changing the grip of the screwdriver makes it a bit better too, as in the example below.
