I decided it was a Tropical location and you hinted "tourists", and a European style locomotive. I searched everywhere.
Then I remembered a pic of a similar train and of a light plane giving right of way. But i had to find it again.
Found it eventually and that it was Madagascar.
I did not know the locomotive so i decided to guess and open it up to everyone.
After some revision and Googleing, new guesses...........

Yeah, I didn´t think of this when posting. The line in question is famous for being one of only three worldwide crossing a runway.

The once stately owned - Réseau National des Chemins de fer Malgache (RNCFM) - isolated line, linking Fianarantsoa with the port city of Manakara, is run by the Fianarantsoa Cote Est (FCE) since 2003. The northern network consisting of three more lines has been concessioned to MadaRail for 25 years.
The engine shown here is a french-built Alsthom BB 9020, originally used by the Portuguese CP on their narrow-gauge Douro branch line, and sold to the FM in 1993. There are quite a couple of pictures on the railfaneurope server.
