New music for TTDPatch
This has probs been asked before but ive looked and it wasnt in the last 3 months.
so
Is there any way to change the music TTDPatch plays, or indeed add songs to it, or change the format it plays such as allowing it to play .WMA or .MP3

if you have windows version just tell it to not play any music, allow your soundcard to play two lots of sound at once. Then before you open ttd open your favourite music in your media player.

I believe the discussion at http://www.tt-forums.net/viewtopic.php?t=24584 contained something about the file types which can be played. I tested Jezulkim's version of the dll myself, and it really plays MP3 in game. However it supports only Stereo songs, so those downloaded from the link on Owen's page might not be directly applicable.

That is exactly what I refer to, though I was under the mistaken impression that it was controlled by a switch. A quick use of the search function (keywords dxmci.dll, mp3; search limited to General TTDPatch) should get you what you want.
