In the statistics window along with the cargo transported statistics.

I think it would be useful for scenario competitions...ie whoever gets the highest population on the map wins

Yes this is a good idea but upon reading this article I thought of these ideas

:

1) The name of the town with the most and least pop.
2) The town which has the fastest advancing pop. (in statistics)
and 3) Any town's that are losing pop.

these feature's I reckon will make the use of passenger services early in the game easier for newer players.
