Setting up a feeder system with boats does not work

I placed an airport near a town and fed it using buses, trains and ships. Everything works ok with buses and trains, but when a ship arrives, instead of transfering the passangers to the airport they are taken by the town. The ships have "transfer and leave empty" order for that station exactly like train and buses. For trains and buses I get the "transfer" message when they unload, but for ships the value of the transport is cashed raight away and passangers vanish.
Did I do something wrong? Or is it a bug?

Hmm, for me it is strange that the other passengers are not accepted by the town. Because it is okay to have local transport (i.e. bus from one part of city to another one). If you want the airport not accept passengers, you should build it far from town. But then you cannot use this airport as destination one. I see no clear solution for this.
