dos files not working

when im using the dos files to install open ttd it keeps saying
setup could not find ttd. Please enter the path etc..

im using these files to install:
sample.cat
trg1.grf
trgc.grf
trgh.grf
trgi.grf
trgt.grf

what is going wrong

Skip the setup part and copy these files to /OpenTTD/data directory

also, if you are using the DOS versions, i think you need to run the game with the -d tag to force DOS pallete.

Even then, openttd.grf uses the Windows Pallette, so any openttd.grf graphics get discoloured. Badly so.
