Action E force-activation not working

TTDPatch a66 reports that "newgrf/alpinew.grf has invalid sprite #6 (code 17/6)", but I do not see the problem with that sprite.
(17 is "Attempting to deactivate already active GRF file")

There's also problem with Toyland2Mars.grf (Mars climate).
it says "newgrf/Toyland2MarsW.grf has invalid sprite #4(code 17/6)",
I gess it's the sane problem...
