I'm looking at industries in tropics, and I've decided that the water industry is extremely unrealistic. No town larger than two or three houses is ever going to get its water supply by train.
So what I want to know is, is it possible to disable the towns needing water to grow via a GRF file?
(I know that you can disable the towns needing water via ttdpatch.cfg).
What do they need, Passengers and Food. It's nearly impossible to get them to accept goods, and what else would a town like that use?

I'm thinking fuel oil - a lot of little towns would have to generate their own electricity, hmm?
