Well i just didnt notice there is more prgorams on that website , just download first one.
Nyone got any idea how to run cargo set before newcargo set??

Downloud Michael Blunck's cargo set:
http://www.ewetel.net/~michael.blunck/ttd/

then enable it with your TTDXC (or ttdpatch.cfg)
