Pause server on no clients

This is a patch that will pause a dedicated server when no clients are connected. Good leaving a server up overnight without it being 2050 by the morning.

To enable, add the configuration option "pause_on_no_clients = true" or set it via the console.

You should also include option to not treat 'spectators' as ordinary clients, as they don't play the game. So it will be admin's choice if the game will be paused if there are only spectators connected.
