Can't build water towers

It's been a while since I last played a desert game but I can't remember having any problems founding new water towers.
In my new game I started today, some towns were generated without WTs, so OK, I thought, I'll have to buy those things. Not so fast. Although I have enough money and space I can't build them. I'm not sure but I don't think the area should be that large, too (4x4).
When I click the LMB the game tells me that it "Can't construct this industry type here... site unsuitable".

Anyway, here's the screenshot. I hope someone can help me. Thanks.

PS: Alpha 48.

UPD:
- Moving on to the latest Alpha (49) didn't help
- In the editor, everything works fine. Could my problem have been triggered by new graphics? This is the only thing I've ever modified in my game other than upgrading TTDPatch.

Water towers have to be built in the middle of a town, not outside of it.

Yes I know (like I said, i HAVE bulit them before).

It's just that now the mouse pointer shows a 4x4 area and no matter where I click (inside town territory or outside) I get the error message.

Well, try alpha 49 anyway, it has a totally new industry funding window.

If you need ehlp getting the water tower inside the town, use the debugger cheat. (Cht: debugger)

New Alpha, new industry window, good old mouse pointer (1x1 for WTs), problem still there

It's not the point! I can't understand why this bug is happening in the first place!
I've been saving my hard-earned cash for these WTs, for heaven's sake!

Aha. I just checked, and you can't build water towers too close to a water pump. There has to be a minimum distance between certain industry types, including water pump and tower.

I guess the people just want to the pump with buckets, so they don't need a tower
