I have run my dedicated server, all is well, the firewall is open on port 3979. I was able to telnet 192.168.0.2 3979 and the dedicated server showed the incoming connection from 192.168.0.3...

The kicker is that when I refresh my list of LAN clients on 192.168.0.3, it doesn't show that server, and when I manually add it, it just says it's offline, all the time. Do I need another port open? What can I do to correct the issue? Many thanks in advance,

If you need help with OpenTTD, please post in the OpenTTD Problems section, you'll get better help there. I've moved your post there (and your previous one too, which you've apparently not noticed).
