You see .. people from UK (and countries where people drive on the left side of the road) wanted to have rail lights on the left side, but people who livied in countries with right-side driving want to have them (lights) on the right side ... so with this switch 'on' signals (rail lights) are displayed on this side which is set in your options ('Road Vehicles', On the left/right side)
Try to build straight track with some signals and check it if you want ....
