Help with the 21century Mod

Hi ive only just started to look at some of these mods which have been made for locomotion and im suprised at how many there are, but anyway to get to the point i download the 21st century mod and it worked but when you start a new map the towns have 0 population wots that allabout ?? When i use it i don't have any kind of problems like that Did you play the map that came with it?

yeah i did but the game didnt like it, but thnks any way cos ive now got it working
