passengers & rating problem

hello, I have the following problem:
I build two connected train stations to transport cargo (not passengers). One of the stations is near a city. From the city, there come a lot of passengers to the station - I don't know why, the train has no passenger vagons, so "wanting passengers" should not be activated! Those passengers are not transported, so my rating with the local autority of the city drops to Horrible (or similar - I use Czech translation so I don't know the actual rating name...) and the authority doesn't allow me to build more stations near the city! I even can't transport the passengers, for this would require another track on the station, with train having passengers' vagons...
...and there's no way to switch off the local authority's blocking of the building of the stations - I suggest this to be the part of patch configuration...

and you probably used a train engine WITH!!!!! pasanger capabilities, didn't you?
