Paper industries in Temperate

Yesterday I tried to create a paper industry chain in a Temperate climate map, but I failed.
I created Printing Works to turn paper into goods, but I couldn't build Papermill, as TTD would always write that the place is not suitable for this kind of industry, no matter where I click. I've tried both seashore, flat land and mountains, but without success.

I'm using TTD for windows under WinXP Pro with Patch alpha 33 (moreindustriesperclimate on).

Normally it should work, you're not out of free slots for new industries ?
