Deep water.

What if there could be deep water and normal water. Like harbor and ocean. That way a ship could move about at a speed in normal water, while a cruise ship or freighter could wait out in deep water where it can go faster and have other ships, like ferrys to cruise ships and haulers to freight ships, that go from the harbor out into the ocean/bay and dock WITH the bigger ships...?
