Finally, terrain modification works. As in - I can do it from the UI.
But that is not how it is going to work in the end game, as the game will work on a principle of 'projects'. Instead of terraforming ( or placing track, or building stations ) directly, you will first plan the extension or modification under a 'project'. Once you are happy with the result, you schedule for execution and the game builds it piece by piece.

Terrain modification in progress. Red - tiles which will get lowered, green - raised, and white - just flattened.

Continued progress on terrain modification. The base projecting now works, with some minor bugs.
Green/red thingies show the new topography, orange squares show the actual altitude of the tiles. I am considering switching the display - so the tile columns the player manipulates show the actual ground level, while the grid shows the resultant topography.
