[AI][JGRPP] Transshipment Envoy Fork of CityLifeAI

Only tested in JGRPP.

Modification:
1. Tweak roadbuilder, reduce the chance of building disconnected paths;
2. Limit the max number of towns to generate traffic;
3. Limit the max number of vehicles per town per service;
4. Build road networks around populated towns as centers;
5. Force vehicles bought before obsoletion to be sold once they are obsolete.

To use this script:
1. Obtain source code and place at ~/.openttd/ai;
2. Modify AIToyLib subscription parameters so that it can properly receive finance support from the GS;
3. Tweak the traffic generation parameters in town.nut.
