Refit at station option always greyed out.

Ive been trying to get this option to work with numerous vehicle sets but no luck.
The only help I could find is that I have to get the right vehicle set, but no mention of what vehicle set or sets support this option.
Im using vehicle sets which refit fine in a depot, but not in a station.
Is there some differant criteria needed to make this option work.

When you select a station order, does the refit option come available?

The 'Iron Horse' set, which I use, does allow refits at stations.
It has both a "Universal" wagon as well as most wagons being capable of carrying different cargo.

in general, refit at station needs one of two things:

1. the refit cost is 0, or
2. refit at station with non-0 cost has been explicitly enabled by the NewGRF

According to quick testing, dynamic refitting works with:
Trucks:
- OpenGFX+ Road Vehicles
Trains:
- OpenGFX+ Trains
- Iron Horse
- SBB Set
- UK Railway Set (UKRS2)
- Dutch Trainset 3-XL
Ships:
- SHARK 1.0
- redFISH
- Squid Ate FISH

It seems to not work with DBset XL, FISH 1 (ships), Modern UK Train Set, Generic European Set (trains), Long Vehicles, US Train Set, Sailing Ships, World Airliners Set, av8 Aviator's Aircraft Set.

in general, refit at station needs one of two things:

1. the refit cost is 0, or

Some ships in "FISH 1" have zero refitting costs, but refit at station is still not possible. Same for Sailing Ships, av8 Aviator's Aircraft Set, and e.g. the B737-300F in World Airliners Set.
