Who can make NewGRF with seawater desalination solar stations (powered by solar energy) ?

All the (underground) water supplies in desert have to:
1) decrease their production to 0 and be closed in the 21th century
2) and be replaced* with seawater desalination stations, which will produce fresh water from seawater and solar energy**.
( * to be replaced not at the same place for each unit, but as class of the same industry: like 'oil wells' are replacing with 'oil rigs' in 'temperate' landscape style, for example )
( ** because of this they could look like some sort of farms with fields of mirrors (and central tower with central collector of light and distillation module... or without such central tower) in desert not too far from the sea )

Here's the secret... everybody who has ever made a NewGRF had NO IDEA how to make a NewGRF when they first started. All of them read the documentation, and then started experimenting. They tried things, they failed. They then came back to the forums and asked questions. Other people who had experience answered their questions. They tried more, and failed more, but they also kept learning more until they finally got a working NewGRF. Then they kept working on it to improve it, make changes, make more mistakes and break stuff, ask more questions, fix their mistakes until it works again.
