Behold adjacent communities with about a 75-1 population ratio...yet each has a soccer stadium of the same size, nearly next to each other.

Aston, near Birmingham
-------------
Stretford, Greater Manchester
But both these cases have the bigger stadium in the smaller town
notice that your smaller town is attached, just like in these cases. OpenTTD = highly realistic.
(Yes, I have too much free time)
- Population: ~28,000
- Stadium: Villa Park (Aston Villa)
- Capacity: 43,000
- Population: ~1 million
- Stadium: St Andrews (Birmingham City)
- Capacity: 30,000
-------------
Stretford, Greater Manchester
- Population: 37,000
- Stadium: Old Trafford (Manchester United)
- Capacity: 76.000
- Population: 500,000
- Stadium: City of Manchester Stadium
- Capacity: 50,000 (although currently reduced during expansion work)
But both these cases have the bigger stadium in the smaller town
