Trying to Host a server for some friends

ive hosted a server for me and my friends to play on before in version 1.2.3 but now im trying to set the server up again and im having some issues :(
ive port forwarded both 3979 and 3978 for both UDP and TCP ive also allowed openttd through my firewall and ran it as admin but nothing seems to work
the server dosnt show up on the list and ive tryed giving my friends my ip and adding the server manually but that doesnt seem to work either
heres a pic of the settings on my router

You have two different IP addresses listed as your server. That would be a problem.

With that kind of setup screen, what you want is only 1 line of configuration.
Application: openttd
Start: 3978
End: 3979
Protocol: Both
IP Address: 103 or 104 - whichever IP the server is running
Enable: checked

The IP addresses you've used seems to be part of a DHCP range. This means that over time, your computer's IP address will change.

Press Win+R, write cmd and press enter to open a command prompt. In the command prompt you'll want to write ipconfig and press enter. This lists some basic information about the physical and virtual network adapters on your computer, including the IP address of your computer. Scroll through the list until you find something that sais Ethernet adapter Local Area Connection or similar. The IP address listed beneath it is the one you'll want to use when port forwarding.

192.168.x.y is a private address space, these addresses are not routed over the Internet, ie they only exist at your LAN.
