how many waypoints?
i think there's a limit on the number of different waypoint graphics you can have loaded? i am getting waypoints when i have only one mod loaded but not all of them when i have all of my waypoint grfs loaded?

Depending on how each NewGRF set is coded, it could be that the graphics for one set is clobbering the slots and preventing all the graphics from another set from loading. You might try re-arranging how they're loaded into your active NewGRF list to see if this changes anything.

the limit is probably somewhere around 255
