Have you upgraded your railway and the depot to electrified?

You need to click and hold the Build Railway button, then drag down over the menu, to select a different type of railway to build.

Yes electric trains can only run on electrified track.
Of course you only need to electrify lines you actually want to run electric trains on, so if you have e.g. a small line with just a Manley-Morel or Dash DMU running, you may not need to electrify that.

There is a setting (classified as Expert category) to turn off the requirement for electrified track if you'd rather not play with it. The original Transport Tycoon game did not have any regular/electrified track distinction.

Just to make it clear, you don't have to remove the old track and install new track. You can use the upgrade tool to convert from one track type to another.
