Shutting off the disasters! I shut off the disasters after my rating went down after knocking down some buildings to fix a railroad track! This followed a UFO attack!

Disasters are only annoying in long multiplayer games. Many rail empires have plunged into bankruptcy just because a crucial section of track was destroyed by a disaster and not replaced in a timely manner. (Same applies to airplane crashes when your company relies on air routes.)
In singleplayer, on the other hand, the effects of any disaster are trivial to deal with.

Go in to the Settings window, and note that the 'Setting type' text says that it's "stored in save".
This means that if you change the setting when you're at the main menu, it will affect all future games you start, but all savegames you load will have it set as it was when you started that saved game.
If you want it turned off for all new games, do it from the main menu.
If you want it turned off for all saved games, you'll have to load each one individually, change the setting and re-save the game.
