I took the scenario that has trains to the Urals, and I have updated all the NewGRFs to the latest version.
The only exception is "Snow line mod", because version 1.0.1 doesn't let me set the height at 1....

I spend some hours with some modifications.
Added some cities in European and Chinese region to depict different population density, removed trees from south regions and put rock desert instead:
Some additional rivers and marshmallows were added, and I corrected surrounding of some rapids to provide easy lock building.

The scenario contains no industries at all.
For everyone who wants to build his own version of the scenario. e.g. with FIRS instead of ECS.
FIRS newgrf was added.
Unfortunately, warning about newgrf changing was true.
FIRS is slightly broken.
For example, there is no hotels and shops, therefore there is nothing to do with vodka - but if it is no real issue,

Game start is changed to 1825 - beginning of Nicholas I of Russia reign.
Game is rather challenging - there are only horse carriages and slow sail ships at the beginning,
and almost completely lack of heavy industry - I suggest to start with forestry and agricultural chains.
Other industries would appear randomly in game
(in future, I have idea of game script, which would add industries with historical accuracy).
Because xUSSR set is still hollow especially before 1930, 2ccTrains are in use instead.

The first two are no longer available, the author has removed them from online distribution. If you send a message to him (OzTrans) he may be willing to privately provide you with a copy. You should be OK with replacing these in the scenario editor with something else. Just be sure to remove any instances of those stations (conversion tool back to default stations should suffice) before you remove the NewGRFs. You should be able to add a new station and road set (I'd suggest American Road Replacement Set).
The third one, NewStations is an older version from author Michael Blunck, he can provide you a copy, but a newer version of NewStations might pass for a compatible upgrade, so check that first.

Hello everyone,
I have uploaded an updated version of this excellent scenario.
The western empire has been added, including Poland, the Baltics, more of Ukraine and Finland. Additional towns throughout Siberia too. I've updated and added the NewGRFS, including the xUSSR train set. Finally I've updated the entire map economy to FIRS 4.4.0 Steeltown, with resources throughout the empire (Soda Ash is a standin for oil), heavy industry concentrated in the west around Moscow, and an explicit final goal of transporting from the Vehicle Assembly Plant in Moscow to the Vehicle Distributor in Vladivostok.
