170s can definitely go as far as Shrewsbury, I saw a few there on the epic Ormskirk-Aberystwyth journeys I made a few years back, don't know about the rest of the route though. As for claiming back if you don't use your 1st-class seat, I remember going Liverpool-Huddersfield on an advance 1st-class (£9), having made my outward journey with an standard class advance ticket costing £10. The 1st-class was downgraded at Oxford Road, and the conductor told me I could reclaim the difference in price- so I went into my wallet and offered him a quid!

221 axle load isn't that much better.
170s are cleared as far as Shrews, Central/LM have been using them on the Brum-Shrews since they were first built.
It's all individual basis. I bet W&S/Chiltern/DB got a clearance for the 168 to continue to Wrexham when the company first started anyway, just in case. Represents the first time they've been north of Brummagem in any case.

The one time I was travelling first class with WSMR, the train didn't actually run from Wrexham, as some kind of a last-minute change, so I ended up having to travel with Arriva and Chiltern, obviously in standard class. My return trip was booked in standard class though, but the train manager kindly allowed me into first class with my original outbound ticket.
