I think you guys are going in the wrong direction here.
What epsilon really needs are graphics for industries, not graphics for vehicles servicing these industries. Those are important too, but the industry graphics have a much higher priority

The tiles you prepared are quite nice. As you said, some texture on the walls would be good. I have to remind you, though, that we need a chemical processing plant, not a factory which produces just explosives. So I think some tanks/refinining towers/pipes might be needed. Those tiles could be used for other industries (like the textile or weaving mill). I especially like the crates and the crane - perhaps you could bring some order into the yard and put the crates in groups? A high fence is a good idea, a chemical factory and processing plant should have one. The industries in game are static anyway, it's just that they're hardcoded from smaller tiles. I don't know whether the TTD palette == OTTD palette. I posted two files containing the colors in PLAIN TEXT, rgb format (they happen to be in the format of a GIMP palette, at the same time). If you need all colors, just open up a huge screenshot from ottd in photoshop and extract the palette.
