Well I think 60 - 70 PAssengers per Wagon is just fine , but i use only one mailcar and the normal passengercar ( thx to the vehicle limit 
) ...
a train with two locos ( on in front and one in the back ) with one mailcar and 3 - 4 passengercars is long enough and gets more than 200 passengers ....
