Face it Alan, if you introduced sanctions against tax havens, which are typically small population countries with high GDP, they would be able to sustain themselves for a very very long time.

Policing sanctions busting would be another major cost, particularly as these societies could afford to sanctions bust.

For a start, we will ask them to reform their tax laws (so that they refuse), if not then the Nations of Europe and North America will put sanctions against the nation (along with a blockade), if this does not work, then we will find "alternative" political parties so that they have a better chance of winning and thus give in, if that fails, then we will fund rebel groups, if that (unlikely) fails, only then will war happen

I doubt Switzerland would participate in any sort of blockade, which would sort of cock up your plan.

But BA sold off their regional operations twice. Why would they want them again?
As for LCC, they sold off Go! to Easyjet, BA doesn't want to do LCC stuff otherwise they'd have done it already, doing a LCC version would tarnish their image of a full service flagship airline, something I very much doubt they'd want to do.
