If you don't already have it, you also oughta install the TTD Patch Configurator, you can get it from the Tools section on the Patch website. That lets you tinker with the various settings, and will help automatically keep you up-to-date on the Patch revisions.

I really don't think a tool to fiddle with the inflation in an already-running game would be all that useful. You might as well just start a new game. If you do that, though, make sure to have the most current set of newgrfs, you might find some vehicles you haven't seen before. Also there's been some new Long Vehicles and improved Planes you might like.

Do note that the initial interest rate affects inflation, with a higher interest rate you get more inflation.
