You dont need a server hmm... I thought you did.. cause someone else has to make a connection to your vpn server.. but this can be done by 2k and xp according to you?.. interesting ive got xp pro

I made a VPN with a friend in London. Over a 100 miles way with XP Pro both ends. It wasn't that hard to setup really. If your network illiterate.

VPN does not need a server but it's very slow on 56k connections. It's just like having a Local Area Network apart from it spreads quite a distance away. The country internet gateways use VPN with a connection @ light speed. Thats how we access sites from different countries, all the master gateways are one big VPN.
