XML is good because it's easy to validate and there are numerous libraries available for parsing and writing.
We can of course come up with any system we like, but we have to write our own parser if we choose something unique.
Anyway, the details of the GFX specification and how the game can be made to communicate with the graphics server is something that the developers will need to be consulted about.
