It should be like roads - everybody should be able to use them. However, how about some expenses if you use other company's highways? Well, you place a toll-stall (I made that word up) in the entrances to your highways, and people have to pay for their entrance.

Close to where i lived, there where mad a long tunell, and about 10 other, and in the middle of that route, there was placed a toll-stall so anyone passing thru wouls have to stop WITH!!!!! the building and pay. Cheap for standard cars, hell expensive for semitrailers...
Anyways, placing that stall would be an investment you could make, and cars driving by it, if built, would have to pay. Pathfindifng for trucks would take another route if possible. It is not elegal to make an evatrion of them. There is an example in norway, that was on the TV... A farmer had to drive thru one to get to hes fields, so he built a little road around it himselfe so he could drive around... Of course,e veryone else started using that road too. The farmer was sued, but he won the lawsuit

It's called a "toll-booth". But good try.
Toll roads generally seem to be a way for the gov to re-coup the investment made on a particularly expensive or necessary major road (i.e. new M6 motorway bypass thing near birmingham or the seven bridge in the UK).
