That's the Travel West Midlands livery, so the city is Birmingham.

I know Tesco has stores all around the world, this is why I left livery on the bus - it is there to help you. Also, if you carefully look at that bus, you can see name of it's manufacturer (ok, you can get half of it, as another half isn't visible). Another hint are telephones. If nobody can solve it until evening I will post another picture as hint.

Correct, it is Poland and bus manufacturer is Jelcz, however owner of this bus isn't TKM Tychy.
Guess I made it too hard, so there is another hint: this city is bigger than Tychy.
