My really old trams for some reason are breaking down to a point i cant even scrap them any ideas?

Tell them to stop first. If they're broken down, leave them for a bit, and after they've finished breaking down they should be stopped, and you can then scrap them.

The best way to avoid this though, is to replace them well before they get to this stage if you can.

And if you get to a stage where you cannot replace them due to the item continually breaking down first one then the other ie a paired item: remove the track and crash it.
